GOVERNANCE & INSTITUTIONAL RISK — REFERENCE INSTRUMENT
Six aggregate measures of governance perception, tracked across more than 200 countries and territories, drawn from over thirty underlying data sources.
Each pillar is an aggregate, not a raw statistic. It compresses survey data, expert assessment, and NGO reporting into a single score, so a shift of a few tenths of a point across a year is rarely noise. It typically reflects convergence across several independent sources.
Treat the six pillars as one system rather than six unrelated scores. A drop in Rule of Law alongside a drop in Control of Corruption points to institutional erosion, not measurement error.
Scores run from approximately −2.5 (weak) to +2.5 (strong) and are also reported as a percentile rank from 0 to 100 relative to all other countries in a given year.
